Is it possible to make a particular tag required?

For example, if students may be enrolled in multiple courses, a tag containing the course ID is required? I'm comfortable with coding, so a link to the github LOC in the general area of where such a change might be made would be great.

Currently, you can auto-assign tags for new questions if the question contains no tags. It's not possible to make a tag required. How would you decide if a tag is required for a particualar question?
